The two day course will equip participants with the knowledge and skills required to be an effective Development Engineer in the Local Government sector.


IPWEA NSW &ACT and the presenters aim to ensure that participants obtain the necessary engineering and legal knowledge and also the practical skills to resolve challenges associated with the engineering assessment of Development Applications. The Development engineer's role as the assessment engineer in the approval of Water infrastructure works , Subdivision works and Subdivision Certificates is examined.


This includes the review of the administrative and approval process that local government provides on behalf of local communities whilst complying with the provisions of NSW legislation.


Participants will acquire the skills and knowledge to solve real problems related to development assessment and subdivision development with case studies presented.

The two day course provides a comprehensive study of the matters and problems that affect the local government development engineer and development engineering manager including:

 

Day one

  • The key responsibilities of a Development Engineer
  • The Environmental Planning and Assessment Act 1979- Including objectives of the Act including Subdivision Works Certificate, Subdivision Certificates and the imposition of conditions.
  • The Local Government Act 1993 including Section 68 approvals Stormwater Drainage works approvals and the operations of the Local Water Authority.
  • The Roads Act 1993 (NSW) including road widening , the fixing of levels, dedication of roads, classification of roads and responsibilities of works, Section 138 and Section 139 approvals and the naming of Public roads,
  • The Role of the Traffic Committee
  • The Water Management Act and approvals.
  • State Environment Planning Policy (transport and Infrastructure ) 2021

Day 2

  • Assessment of Subdivision Works Certificates including the certifiers role, review of engineering plans, stormwater, landscaping and water/sewerage requirements.
  • Assessment of Subdivision Certificates as the Principal Certifying authority including Strata and Torrens title, testing of services and inspections, Work as Executed documents.
  • Multi lot Subdivision Case Study assessment including engineering considerations ,conditions of consent and contributions.
  • Class One Land and Environment Court appeals and the responsibilities of an expert witness.
  • The role of Engineering Specifications and the Auspec specification document.


Outcomes

  • Utilising practical skills acquired in the course and workshops in your role as a Development Engineer in the assessment of development applications and post development approvals in Local Government.
  • Demonstrating an understanding of the legislation that governs your role as a Development Engineer.
  • Gaining an understanding of the Local Government approval framework and the role of senior management and elected representatives.
  • Understanding your role as an expert witness in the Land and Environment Court.
