DEVELOPMENT ENGINEERS SEMINAR

Newcastle - 17 September 2019

This one day seminar is intended for Development Engineers and Local Government representatives. This seminar has been developed to enhance participants’ skills and knowledge to carry out assessment of building and development proposals.

 

It also seeks to deliver updates on integral NSW legislation including the Environmental Planning and Assessment Act, the Local Government Act and Roads Act. 


Familiarity with the above legislation and the application of them is essential for the Development Engineer to effectively and efficiently go about their day to day duties.

Objectives
There are a number of areas where greater knowledge or even a different perspective is required or would be beneficial in order to provide more confidence or guidance to the Development Engineers.

- Clarity of Obligations.
- Sharing of experiences challenges and solutions.
- Ongoing networks and facilitation.

Topics Covered
​PCA / Certifying Authority – legislation, roles, responsibilities and requirements for Council and privately appointed certifiers.


Land & Environment Court practice and procedure. The role of the engineer in Land and Environment Court proceedings, obligations to the Court, Court rule and relevant case law examining the role of Council Officers in the Court process.


Matters to be assessed by development Engineers in development applications, construction certificates, S138 applications, S68 applications, subdivion certificates.


Defects, easements and rights of carriageway.


Presenters: Peter Cassilles and Kate Swain


Peter Cassilles
Peter has over 40 years experience in all facets of engineering including investigation, design, construction and maintenance of civil, structural, hydraulic and public health engineering; traffic engineering, asset management and project and contract management. Peter is currently Director of Cassilles Civil Pty Ltd which has been established for 10 years with clients including Camden, Woollahra, Lane Cove, Manly, Holroyd, Waverly and North Sydney Councils. His company specialises in Project and Contract management. Prior to this enterprise he was employed as Deputy Engineer at the now amalgamated Drummoyne Council and Director of Works at Wollondilly Council. In addition he has also worked in private enterprise for 4 years between these two (2) appointments.
 

Kate Swain -  Lawyer, McCullough Robertson Lawyers
Kate is a senior member of McCullough Robertson’s Planning and Environment team.  She has experience in providing complex legal advice in relation to a breadth of environmental, planning, development and local government issues.  Kate has assisted with various litigation matters in the Land and Environment Court, in particular Classes 1, 3, 4, 5 and 8 matters as well as judicial review proceedings in the Supreme Court of New South Wales and the Court of Appeal.

Cancellation Policy

Cancellations made by the registrant not less than 5 working days from commencement of the workshop/course will be able to transfer to the next available workshop/course or send a substitute.

A substitute delegate is allowable with written notification to elsie.p@ipweansw.org, no less than 3 working days prior to the workshop.

Cancellation or non-attendance by the registrant at an alternative workshop/course will see the full course fee applied with no refund.

Cancellations by the registrant made under 5 working days from the workshop/course commencement date or non-attendance on the day will see the full course rate applied with no refund.

If IPWEA NSW cancels a course for any reason 5 working days’ notice will be provided by phone or email.

Registrants will be able to transfer to another course or receive a full refund.

IPWEA NSW will not be liable for any associated costs to the registrant or their organisation that may arise from the cancellation of any training event.  This includes travel costs and accommodation.
