	Dave Layzell MP Shadow Minister for Regional Transport and Roads ‘Keynote Address from the NSW Opposition’ Appointed Shadow Minister in 2024, Dave Layzell MP brings practical industry experience and strong regional insight to his role. As Member for Upper Hunter since 2021, he represents one of NSW’s largest electorates and has served in key parliamentary roles. With a background in construction and a focus on regional development, Dave will share his perspective on the future of local roads and infrastructure.
	Dr John Crozier AM Australasian College of Road Safety Royal Australasian College of Surgeons 'The cost of road trauma' Dr John Crozier AM is a vascular and trauma surgeon, national road safety advocate, and representative of the Australasian College of Road Safety. A former Chair of the Royal Australasian College of Surgeons’ Trauma Committee, he co-chaired the 2018 inquiry into Australia’s National Road Safety Strategy. With decades of experience in frontline trauma care and policy reform, Dr Crozier brings a vital perspective on the human and economic cost of road trauma.
	Ruth Graham Executive Director Transport Policy Transport for NSW 'Roads Act Review' Ruth Graham leads the Policy Branch at Transport for NSW, overseeing strategic policy and legislative reform across freight, urban transport, licensing, registration, and network access. Her expertise in shaping transport policy plays a key role in advancing safe, efficient, and connected local and regional road networks.
	Anthony Hayes Head of Regional Integration Transport for NSW 'Approach to Road Recategorisation' Recently appointed Head of Regional Integration at Transport for NSW, Anthony brings decades of leadership experience across transport, tourism, and strategic planning. With a background spanning executive roles at Tourism WA, SeaLink Travel Group, AAT Kings, and Tourism Queensland, Anthony combines deep industry insight with a strong focus on regional connectivity, community outcomes, and place-based planning, key themes for the future of local roads and infrastructure.

Congress Program
The event promises a day of insightful guest speakers and dialogue, concluding with an opportunity for networking accompanied by drinks and canapés. The final Program will be announced shortly, promising a line-up of expert speakers and relevant topics.

Each registration to the 2025 Local Roads Congress will include a complimentary registration for a mayor or councillor.
